I am writing on behalf of Small Ownership Landlords of Ontario (SOLO), a volunteer-led association representing more than 8,500 small-scale housing providers across the province. As Ontario continues to address challenges in the residential housing system, we appreciate the work your office is doing to support both housing providers and tenants.
We are sharing our public media statement regarding Bill 60, Fighting Delays, Building Faster Act, 2025 (Bill 60), which we believe marks a meaningful step toward restoring fairness and efficiency at the Landlord and Tenant Board (LTB).
Small housing providers are a crucial part of Ontario’s rental supply—most own only one unit and collectively provide approximately 30% of the province’s rental housing stock. Yet prolonged LTB delays, rising costs, and procedural inefficiencies have put significant pressure on these providers and the tenants who rely on them.
In the attached statement, SOLO highlights:
- The disproportionate volume of landlord-filed LTB applications (78,000 vs. 10,000 from tenants), demonstrating systemic imbalance.
- Support for measures in Bill 60 aimed at reducing delays, improving access to justice, and strengthening clarity for both parties.
- A recommendation to make Alternative Dispute Resolution (ADR) mandatory for rent-arrears cases to further reduce backlogs and improve outcomes.
We remain committed to collaborating constructively to ensure Ontario’s housing system works effectively and fairly for both tenants and small landlords.
